We arrived at the start of 25P around 15:00. There is a guesthouse (it has Starlink, password: Krugger2425), which was closed, and an empty park rangers station. We heard engines from tools cleaning a path and when we were about to finish packing, a group of workers appeared with some park rangers. Initially it seemed we could go on, but eventually they called their chief, who was apologetic but denied access to the hiking trail that starts 25P. We explained we did not have the intention to run the rapids, but he said the crossing is impossible without authorization. He said we could go to the trail but without our packrafts. He suspected we wanted to try to sneak in early in the morning, so we did not do that, half expecting him to wait for us. He also took pictures of our passports, though technically we were probably not required by law to show them to him. Apparently, nothing that is not explicitly authorized is allowed in this national park. Beside going NOBO, 25P can probably only be done by evading the rangers. That should normally not be too hard. Ideally wildcamp a few km from the park ranger station by the coast but not visible from water. Then rise early and set off at dawn and paddle past the ranger station to roughly here: -42.89518,l -71.72883 before the rapids of Rio Frey start (you most likely do not want to run it, this is class III to class IV river, it is unknown whether the rapids could be portaged). Get on the trail and continue on your way. You could possibly also try this by camping off-trail at a distance from the park rangers and sneaking-in walking, they had no dogs when we were there and dogs are generally not allowed in national parks, but then you for sure pass much closer to them.

We chose the route to lago Kruger and lago embalse amutui via rio frey. No problems with winds on the lakes. We decided to paddle the first marked rapid on rio frey, then bushwack to the trail and follow it to where it leads down to the 4th marked rapid. The visible trail comes to an end here so we put in just below the rapid and paddled the final marked rapid before the lake section. Here water levels were high so we kept paddling to lago embalse amutui. We continued to paddle the length of the lake, only getting out at the southeastern small dam to hike down and connect with the start of rio futaleufu.
